Spectrecoin launched on 20.11.2016. The coin is the first of all, operating entirely on the Tor network, which hides the IP addresses. Spectrecoin recently released version 1.33 and now includes the so-called "TOR obfuscation protocol", fully integrated and automated, also called OBFS4. In short, the integration of OBFS4 effectively "envelops" Tor's traffic into another layer, making it normal internet traffic. So, is this something likely to be interchangeable with steem somehow? I'm just learning about cryptocurrencies, so forgive me if the question is naive.

Nope, this is separated coin. In STEEM all is public, you can view each person wallet, transaction and etc.
In this coin all will be private.
