In my oppinion, Phoenix egg loss penalty should not decrease on each tier, since each tier already provides a faster rebirth of the Phoenix and a better moveset. Phoenix+ and higher eggs should be punished more harshly on higher tiers if lost, or at least the same as base Phoenix.
