As a new user of the VLOOKUP function I want to look into deep in it then I would go for the updated version the XLOOKUP! I know I'm far behind but I think still I'm ahead of millions (Note: If you are looking for a desk job, please learn excel for an easy & better way to complete your task) just learning a few terms!
Technically below command worked for me and it is universal fro all the excel user:
=VLOOKUP (lookup_value, table_array, col_index_num, [range_lookup])
Things to keep in mind:

At first, you required to identify the unique Names/Numbers and required to put them in the first row. Remember this will be your base and you would work on your basement.
If I say this in a simple way I would say the function is the same as Microsoft says:
=VLOOKUP(What you want to look up, where you want to look for it, the column number in the range containing the value to return, return an Approximate or Exact match – indicated as 1/TRUE, or 0/FALSE).

This is the data I have worked on and I will share the same for your easy understanding!
First thing first, do not try to do the VLOOKUP on the same sheet you have the bulk data
Baring the base column to the new sheet as it would be the basement of the lookup
Now use the format here
Here we would look for the "Supplier Name" and Required "Service" so we would so I have used the following equation-
=VLOOKUP(A2,Sheet2!A1:H26,3,0)
A2 meaning the Base value (here, Report number at Sheet2),then we will select table array (the data where we would look for our requirements at),
then input the column number where the actual data would find (here at first we would try to find Supplier name which is located at column 3), then input 0 to find the exact data)
The theory only to be followed as the date you need to be required to input yourself!
