This greatly depends on the experience of the individual. Someone blinded by a recent injury will likely require much more assistance getting around than an individual born blind.

I have heard of cases where blind individuals use a form of echo location, similar to how bats navigate in total darkness.

Another example is to close your eyes and have a friend place a hand just a few inches from your face. Even though you can’t see their hand you can sense your surroundings change and know that something is very close to your face. Like any other sense with practice this too can be concentrated on and enhanced. Using the same technique a highly proficient blind individual can tell wether a hand is raised or resting from across the room.

Today, it does not feel that technological progress has penetrated into all walks of life. Many human activities or jobs are supported by technology. For example, new innovations have recently been created that allow people with visual impairments or blind people to walk indoors without using a cane.
