Steem would win, since it's the only coin with a large social network ;) I think Pac coin votes must be pretty bogus to even compete with Steem...

Please note though, they are going to be scanning the votes and removing duplicates. They posted a statement saying they have found people who are voting against the rules of 1 vote per person. I think they will be purging votes from similar IP's.
