Update the rules about mention spam, tag spam and what posts should be flagged by moderators

This is a feature request post for Utopian.io, a project rewarding open source contributions.

Currently, Utopian.io doesn't have any rule to define what is spam. But moderators receive a message when they click the flag button on top of a contribution post. The message says that posts should be flagged if they are spam or the author doesn't respond within 48 hours.

The current Utopian rules have seven requirments common to all contributions. But spam is not one of them. The lack of proper definition may lead to disagreements.

My suggestion is to update the rules section of the website and add another spam requirement that is common to all contributions. In the following image, I am showing a demo of what the spam section in the rules page may look like:

In the define spam section, things like tag spam, mention spam, referral spam etc should be defined so that contributors have an idea of what is considered spam by Utopian. I have the modification to rules page by adding some elements using chrome inspect element feature. This is a feature used by developers to test their websites.

I added one h2 element and one paragraph element with a br element below the paragraph element in the demo above.
